				The Protestant Episcopal Cathedral Foundation, which includes Washington National Cathedral and three affiliated schools, all located on a beautiful 60-acre campus in northwest Washington, DC, seeks a full-time Benefits Manager in the Human Resources department. Manages and coordinates the planning, implementation, and administration of the Foundation’s various employee benefits programs, ensuring cost-effectiveness, market-competitiveness and high quality service. Monitors benefit programs to ensure compliance with federal and District of Columbia regulations. Administers Workers Compensation program. &#xD;
&#xD;
Among the duties assigned to this position are the following: &#xD;
1. Manages the evaluation, planning, and administration of the Foundation’s various employee benefit and retirement programs; assesses effectiveness of programs in meeting overall objectives and oversees the development and implementation of changes and improvements to benefits programs as appropriate. &#xD;
2. Responds to and resolves employee concerns regarding benefits programs. Ensures the timely delivery of all benefit forms and enrollment materials to eligible staff. &#xD;
3. Ensures that development and implementation of policies governing employee benefits are in compliance with local and federal regulations; research and interpret policies and procedures to provide factual information. &#xD;
4. Administers the PECF Workers Compensation and LTD insurance program, Commuter Rewards program, Paid Time Off and FMLA program and Education Assistance; maintain accurate and complete records in accordance with program guidelines. &#xD;
5. Manages all aspects of open enrollment and benefit program communication materials. Develop premium rate sheets, summary plan descriptions, and annual benefit statements. Prepare and communicate procedures, changes, and government-mandated disclosures. Update communication materials annually. &#xD;
6. Collaborates with the Executive Director of Human Resources and Community Relations and the Director of Human Resources in the development of benefits proposals, negotiations with carriers and contractors, and oversees administration of contracts or other agreements involving employee benefits. &#xD;
7. Work with the Payroll Manager to coordinate activities between the benefits and payroll functions, and resolve issues related to an employee’s payroll contributions for benefits. &#xD;
8. Maintain effective communication with plan administrators, actuaries, consultants, and brokers; assure timely payment of plan contributions and bills; coordinate and assist with resolution of problems. &#xD;
9. Manages benefits data to ensure system integrity is maintained; coordinate transfer of data to external vendors, plan providers, auditors, and consultants; and ensure security and confidentiality. Coordinate with appropriate staff on preparation of benefits reports and surveys. Verify completeness, accuracy, and consistency of data. &#xD;
10. Maintain knowledge of and analyze government regulations, benefit program trends, and prevailing practices among similar organizations. Periodically audit benefit plans for compliance with government regulations. &#xD;
&#xD;
Skills: &#xD;
1. Degree in human resources, business or other relevant area. &#xD;
2. Three to five years experience in employee benefits principles, practices, procedures and documentation, preferably in a non-profit, service-focused environment. &#xD;
3. Knowledge of contemporary principles of human resources management and best practices; employment and benefit laws, EEO requirements, and current trends in HR. &#xD;
4. Ability to write reports and business correspondence. Ability to present information and respond to questions from managers and employees effectively, either individually or in groups. &#xD;
5. Ability to define problems, collect data, establish facts, and draw valid conclusions. &#xD;
6. Ability to plan and evaluate programs. &#xD;
7. Excellent interpersonal and communications skills; customer-service orientation; ability to function effectively as a team member or leader as evolving circumstances dictate. Ability to work effectively with a wide range of constituents in a diverse community. &#xD;
8. Ability to manage multiple complex tasks and/or projects simultaneously; ability to maintain composure under pressure. High degree of attention to detail; commitment to excellence in all aspects of work. &#xD;
9. Ability to make administrative and procedural decisions and judgments. &#xD;
10. Ability to maintain confidentiality of records and information. &#xD;
11. Strong computer skills including Microsoft Office and human resources/payroll systems; word processing, spreadsheets, database management. &#xD;
